d10af251c5 Adds design document detailing project 
This design document needs to be rendered as a PDF for submission.
The design document details the projects team member information,
project title (WIP), the projects description, and justification. This
is not comprehensive and complete and is just a concept. Further
development of the document will be needed to actually begin iterating
on the design.
